MEC Marawu officially opens a new Driving Licence Testing Centre

As part of 2011 October Transport Month launch, Eastern Cape MEC for Transport, Roads and Public Works, Thandiswa Marawu officially opened a new Driving Licence Testing Centre (DLTC) at Wilsonia in East London on Tuesday, 4 October 2011.

Delivering her speech at the new Testing Centre, MEC said “Today the department is unveiling an intervention, which seeks to improve access for our people, especially the youth to learners and driver’s licence testing.”

She assured delegates that the department understands the challenge facing the province hence it took a decision to increase the number of Testing Centres. “We are not going to continue to let municipalities deal with this challenge alone. We understand the myriad of problems facing that sphere of government and it is our responsibility to provide the necessary assistance,” said Marawu.

In order to combat fraud and corruption on our Testing Centres, MEC said: “All our Driving Licence Testing Centres, including this new one, have the electronic booking system, wherein:

  • The availability of appointments is determined and managed by eNaTiS.
  • The booking system calculates the number of available test appointments at any given driving licence testing centre (DLTC) based on the capacity of the Centre in question.
  • Information of the examiners who will be conducting specific tests will not be available to applicants (and vice versa)
  • Anonymous applicants will not be able to make block bookings.
  • The scheduled times and dates are visible to the Inspectorate of Driving Licences and the Department of Transport's Investigations and Forensics subdirectorate.
  • It is not possible to capture test results or the issuing of a licence on the system if a test appointment was not made.
  • Diaries of examiners will be fully controlled by the DLTC managers.
  • The booking system does not allow the replacement of the applicant or the examiner with another for a specific test.
  • All booking transactions performed will be audited and available for management reports.

In conclusion, Marawu instructed traffic Officer to be tough on those who drive under the influence of alcohol. “In this province, I am expecting our traffic officers to intensify Operation Asihleki with a particular focus on drunken driving and scholar transport,” said Transport MEC.
