COGTA MEC deploys staff to strengthen capacity to municipalities
Two senior officials have been seconded to King Sabatha Dalindyebo (KSD) Local Municipality and OR Tambo District Municipality as part of Section 154 support in the interest of co-operative governance. The two officials from the Department of Co-operative Governance and Traditional Affairs (DCogta) are Mr Zolisa Mdikane (KSD) and Themba Hani (ORT). They are General Managers for Operation Clean Audit (OCA) and Local Economic Development (LED) respectively.
Their brief is to stabilise and strengthen administrative capacity at both municipalities including the filling of vacant senior management positions. The staff deployment is contained in the Policy Speech of MEC FD Xasa delivered in the Provincial Legislature at the beginning of 2015/16 financial year.
“Our programmes to strengthen municipalities and traditional leadership institutions include instilling a sense of urgency towards creating better communities. Our communities are impatient hence the need to move with due speed to provide capacity to municipalities. The building of strong municipal administrative systems and processes is of utmost importance,” said MEC Xasa.
Currently the Province reflects a vacancy rate of 12% of all Section 56 and 57 managers. The department will actively participate in the recruitment processes to fill vacant posts of Section 56 and 57 to lay the basis for good governance and clean administration in all affected municipalities, added MEC Xasa.
MEC Xasa said his department has a legislative responsibility to support municipalities and strengthen their capacity to manage their own affairs, exercise their powers and perform their functions.
