MEC calls for compliance with performance management development system (PMDS)

The MEC was addressing Eastern Cape Department of Transport employees during a second day of performance management development system week at Stellenbosch Park in King Williams Town.

“The management of this department is the core drivers of this process and I expect cooperation from everyone. In fact, I want a report by the end of March, which is going to give me a clear indication as to who has failed to comply with this instruction”.

MEC highlighted that this is a response to one of the priorities of government, which is to build a developmental state and improve the public services.

Moreover, she added: “it is a prompt response to President Jacob Zuma’s call for the management, monitoring and evaluation of performance of all civil servants”.

The department’s Human Recourse Development directorate has set aside this week to better educate and inform the departmental employees about the new performance management development system, a system designed to manage and develop performance at the level of the public service, specific organisation, component, teams and individuals.

According to the Human Resource directorate’s Director, Ms Nomvuyo Bono, the management of the implementation, monitoring and evaluation of performance management development system has to date not been vigorously driven in the department. This has created a spiral of non-measurement of performance which has an adverse effect on the determination of service delivery improvement.

“ This ultimately also leads to an unsubstantiated foundation in determining rewards in the form of cash bonuses and pay progression as some directorates still practice the ‘pass one pass all approach’”.

She adds that the week is reserved for greater awareness of the system, to give employees an opportunity or create a platform for discussions on the system, highlight its challenges and how best we can deal with them.

“It will afford the manager an opportunity to highlight the importance of the system and for employees to understand their importance in implementing the system,” Ms Bono said.

* initiate debate and discussion on the system to inform the policy review process
