Measures to curb infrastructure non-spending put in place

The North West MEC for Finance Paul Sebegoe said in response to the non-spending pattern of infrastructure by provinces, measures to curb the hiccup have been put in place.

He said to improve quality spending, the application process for infrastructure grant is being revised and provinces will be required to submit building plans two years ahead of implementation and would only receive allocations if plans meet certain benchmarks.

“This poses a serious challenge to the province if the spending patterns of the past three years persists, there would be dire consequences for the province unless urgent, strategic interventions are put in place to mitigate against these undesirable levels of spending”, said MEC.

Sebegoe said the province is concerned with the slow spending on conditional grant and infrastructure and this impact on service delivery.

He said infrastructure development is the cornerstone of the province’s economic growth and sustainability and as a result the slow spending on this grants remain a challenge to economic growth and must tackled.

“The Executive Council has resolved on the roll out of best practices and methods on Infrastructure Delivery Improvement Programme in 2007 and had recently adopted the use of the Infrastructure Delivery Management System in 2012”, said Sebegoe.

Sebegoe also said in order for the province to have deficit in the tourism economic spin offs, there is a need to improve the conditions of roads in the province, such that visitors from other provinces can enjoy their stay in this province.

Sebegoe indicated these plans while tabling the Provincial Budget Speech at the provincial budget at the North West Legislature today.
