Limpopo Provincial Treasury is intensifying efforts to strengthen fiscal discipline, budget credibility and effective service delivery through the Medium Term Expenditure Committee (MTEC) hearings currently underway at The Ranch Hotel, Polokwane in the Capricorn District Municipality. MTEC started from the 15 September and will conclude on the 17 September 2026.
Led by the MEC for Finance, Mr Kgabo Mahoai, the three-day hearings provides a platform for Provincial Treasury to assess departmental and public entity budget submissions, expenditure performance, revenue collection, implementation capacity and alignment with the development priorities of the province as embedded in the Limpopo Development Plan (LPD).
The MTEC process is an important component of South Africa’s public financial management and budgeting framework. It provides a technical mechanism for assessing three-year rolling budget submissions and proposed funding requirements, while ensuring that the allocation and management of public resources are undertaken in accordance with the Public Finance Management Act (PFMA).
The PFMA promotes sound financial management, accountability, transparency and the effective and efficient use of public resources. In this regard, the MTEC hearings support efforts to ensure that provincial budgets are credible, affordable and aligned with government priorities.
The Provincial Treasury Budget Analysts team presents expenditure and financial performance trends, including departmental spending patterns, variances, under-expenditure, spending pressures and implementation constraints.
The analysis is being used to assess departmental spending capacity and the credibility of funding requests, while supporting evidence-based decisions on resource allocation over the 2027 Medium Term Expenditure Framework (MTEF).
The hearings are also considering the province’s revenue collection and expenditure performance for the 2026/27 financial year, as well as the provincial economic outlook and the performance of key economic sectors.
The engagement further provides an update on Provincial Treasury’s first draft budget and progress on on-budget reforms aimed at strengthening expenditure controls, improving budget planning and enhancing programme effectiveness.
The first day of the hearings included participation by the MEC for Cooperative Governance, Human Settlements and Traditional Affairs, Mr Pule Shayi, and the MEC for Public Works, Roads and Infrastructure, Mr Tonny Rachoene, together with their respective Heads of Department, Chief Financial Officers and senior officials.
The Economic Cluster is also participating in the hearings, including the MEC for Agriculture and Rural Development, Mr Basikop Makamu; the MEC for Economic Development, Environment and Tourism, Dr Tshitereke Matibe; the MEC for Transport and Community Safety, Ms Nakedi Kekana; and the MEC for Sport, Arts and Culture, Ms Constance Kuba-Mabuza.
The engagements enable Provincial Treasury to interrogate departmental funding requirements and assess whether proposed allocations are supported by realistic implementation plans, measurable outputs and demonstrated value for money.
Speaking during the hearings, MEC Mahoai stressed that provincial resources must translate into tangible developmental outcomes.
“Allocations entrusted to departments during the current Medium Term Expenditure Framework (MTEF) must demonstrate results towards achieving the priorities of our province, as enshrined in the Limpopo Development Plan. Departments and entities still need to provide credible evidence of implementable and measurable outcomes, value for money and developmental impact,” said MEC Mahoai.
He reaffirmed the provincial government’s vision of building a better Limpopo by 2030, with a focus on accelerating infrastructure development, reducing unemployment, supporting economic growth and improving service delivery.
The MTEC hearings form part of Provincial Treasury’s broader efforts to strengthen medium-term fiscal planning and ensure that limited public resources are directed towards programmes that support sustainable development and improve the lives of the people of Limpopo.
Through the process, Provincial Treasury continues to reinforce the principles of prudent, efficient, effective and transparent financial management, in line with the PFMA and the development priorities of the province.
