Outcomes of the Executive Council meeting held on the 13th June 2018
Limpopo Provincial Government Executive Council held a meeting on the 13th June 2018 at the Office of the Premier, Executive Council Boardroom.
The Executive Council welcomes the following progress and the work being done by various government departments
1. Intervention by CoGHSTA in Modimolle-Mokgoophong Municipality
The Executive Council has resolved as per EXCO Decision No. 26 of 2018/19 that an application should be made to the High Court on behalf of the Modimolle-Mookgophong Municipality in terms of Section 152 of the Municipal Finance Management Act 56 of 2003 for the stay of all legal proceedings including execution of legal process against the Municipality.
Following the Provincial Executive Council resolution, the Department considered subsection 139(1)(a) and subsection 139(1)(b) in order to determine the appropriate subsection for the intervention.
The Department has, after consideration of the advantages and disadvantages of the two subsections, resolved to place the Modimolle-Mookgophong Municipality under section 139(1) (b).
Notifications to this effect have been sent to the Municipality, the National Council of Provinces, Provincial Legislature and the Minister of Cooperative Governance and Traditional Affairs informing them of the decision and the Executive Council resolutions in line with Section 139(2) of the Constitution of the Republic of South Africa
2. Update on Forensic Investigations on Venda Building Society by the Provincial Treasury
The Provincial Treasury has developed terms of reference for the undertakings of the forensic investigations.
The investigations are envisaged to commence by the end of June 2018 and completed within a period not exceeding three months.
3. Stabilisation of Collins Chabane Municipality
Limpopo Provincial Government delegation led by MEC: CoGHSTA with Pro-Makhado Demarcation Task team had a meeting on the 9th June 2018 to discuss demarcation matters around Vuwani.
MEC for CoGHSTA would be meeting with the Minister for COGTA on the 15th June 2018 to deliberate on issues raised by PMDTT, and the outcome of this discussion would be provided to PMDTT during the week of 18-22 June 2018.
4. Learning and Teaching Support Material Delivery for Academic Year 2018
Delivery of Stationery to schools (Quintile 1 – 5) has been completed and it is 100% in all Districts. Service provider is delivering additional stationery packs to schools to address shortages due to learner increase. Furthermore, the Stationery has been delivered to all the Districts Warehouses.
Almost 99% of textbooks have been delivered with outstanding Delivery by one Publisher {Fulu Books (2201)}. The Department is making alternative arrangements to procure the outstanding books through booksellers to close the gap since there is a dispute with the Publisher.
5. Stabilisation of the Mogalakwena Municipality
The Municipal Council Sitting on the 3rd April 2018 adopted a resolution to endorse filling of the following senior management posts, namely Municipal Manager, Chief Financial Officer, Director Technical Services, Director Planning, Director Corporate Services and Director Community Services. A Selection processes for these appointments are at various stages of implementation.
Out of the R 159.266 million MIG allocated to the Municipality for 2017/18, by the end of March 2018 the Municipality had only spent R69 million (43.4%) of the allocated funds.
6. The following are the resolutions taken by the Executive Council:
6.1. Public Service Week and Africa Public Service Day Celebrations
The Department of Public Service and Administration will embark on a series of activities to mark the Africa Public Service day (APSD) and to create awareness on the African Charter on Values and Principles of Public Service and Administration
This year’s Africa Public Service Day celebration will have two (2) main activities being the Khaedu Senior Management Services deployment to the designated service points in Lephalale during the 19-21 June 2018 and the Africa Public Service Day Roundtable discussion in Pretoria on the 22nd June 2018.
The theme for this year Africa Public Service Week is “Capacity Development for implementation of the African Charter on values and Principles of Public Service and Administration towards Capable Developmental States”.
The main objective of the Africa Public Service Day Programme is to promote the acceleration of service provision to communities by taking services to the people, developing public awareness and education on the citizen’s rights as service recipients, focusing on client service and mainstreaming Batho Pele through deployment of SMS to the coal face.
The Executive Council has approved the framework for the hosting of the Provincial Public Service Week and Africa Public Service Day events.
The Executive Council also resolved that the Office of the Premier should work out a dedicated Public Service Programme for the deployment of Senior Management Service members to Mogalakwena and Modimolle-Mookgophong Municipality during July/August 2018 in a way to assess the state of service delivery in those Municipalities and to present report thereof to EXCO with key observations and key recommendations to address the identified service delivery challenges.
The Office of the Premier will develop a comprehensive report on the Khaedu Public Service Week programmes implemented during the current term of Administration, outlining key findings and recommendations for tabling in the Executive Council meeting.
6.1.2. State of the Province Address 2018/19 Action Plan
Following the State of the Nation (SONA) pronouncements by the President on 16 February 2018, the Premier pronounced on the provincial imperatives for service delivery towards a better life during the State of the Province Address (SOPA) on the 23 February 2018.
The Office of the Premier has accordingly developed an Action Plan to provide a framework on monitoring of the implementation of the SOPA pronouncements by the respective provincial departments.
The Executive Council has approved the Action Plan on the implementation of the pronouncements of the State of the Province Address (SOPA) during the 2018/19 financial year.
6.1.3. EXCO Corporate Diary: July –December 2018
Executive Council Corporate Diary has been developed to provide a layout and sequence of all EXCO Cluster Committee meetings, EXCO Cluster Technical Committee meetings, Provincial HODs Forum, EXCO and EXCO Imbizo meetings that are held on a monthly basis.
The Executive Council approved the following events highlighted on the Corporate Diary:
- Executive Council meetings to be held twice in a month;
- EXCO Imbizo Programme to be held twice in a month;
- Two EXCO Lekgotla meetings to be convened during August and November 2018; and
- All the key national calendar events to be celebrated during the second semester.
6.1.4. Limpopo Provincial Budget Schedule 2018/19
The Executive Council has approved the Limpopo Provincial Budget Schedule for 2018/19.
On a yearly basis National Treasury issue the budget process schedule outlining the documents, nature of event and the dates which need to be adhered to in preparation of the coming financial year budget and at the same time monitoring the implementation of the current budget.
In order to fulfil its mandates and compliance to Section 18 of the Public Finance Management Act and Chapter Four (4) of the same act, the Provincial Treasury issues Budget Process Schedule aligned to the National Treasury.
Accordingly, the Provincial Budget Schedule for 2018/19 outlining the dates and events which need to be adhered to by all departments and public entities for smooth preparation of the 2018/19 budget and monitoring of the 2017/18 budget implementation has been developed.
6.1.5. Commercial Banking Contract Award for the Province
The contract, TC/LP 19/2013 for the Provision of Commercial Banking Services, was awarded to Standard Bank of South Africa in June 2013 and it expired on 30 May 2018, and this necessitated the arrangement of the new contract.
The new contract, TC/LP 19/2017 for the Provision of Commercial Banking Services, is awarded to ABSA Bank Limited for the period from 1st July 2018 to 30 June 2021.
6.1.6. Horizontal Transfer of a CFO from the Mpumalanga Department of Health to the Limpopo Department of Education.
The Executive Council endorsed the horizontal transfer of Mr. C.B. Mnisi from the Mpumalanga Department of Health to fill the vacant post of Chief Financial Officer in the Limpopo Department of Education with effect from the date of assumption of duty.
The post of Chief Financial Officer (CFO) in the Department of Education became vacant with effect from the 1st April 2018, following the transfer of the previous incumbent to the post, Mr. K.M. Mashaba, to the post of Deputy Director General: Corporate Services within the Department.
An application for the horizontal transfer from the Mpumalanga Department of Health to the Limpopo Department of Education was received from Mr. Mnisi; and upon scrutiny of his Curriculum Vitae it was established that he has extensive knowledge in financial accounting, financial control, budgeting and supply chain management, and thus it was deemed sufficient to recommend his transfer to fill the vacant post of CFO in the Department of Education.
6.1.7. Appointment of Deputy Director-General: Integrated Economic Development Services
The Executive Council approved the appointment of Mr. I.M. Rathumbu to the post of Deputy Director-General: Integrated Economic Development Services (Department of Economic Development, Environment and Tourism) on an all-inclusive remunerative package on salary level 15 with effect from the date of assumption of duty.
The Limpopo Department of Economic Development, Environment and Tourism (LEDET) advertised the post of Deputy Director-General: Integrated Economic Development Services during March 2017.
