2010/11 financial year was a resounding success in the establishment and the implementation of the Community Safety Forum (CSF). We describe the establishment and implementation of the CSF as empowering communities of Limpopo on issues related to safety and security at their locality, Progress has been achieved across the five districts of the province which are Vhembe, Mopani, Waterberg, Sekhukhune and Capricorn.
Community Safety Forums are functional at all 30 municipalities of the province to date (25 local Municipalities and five Districts). A Community Safety Forum is a multi-agency crime prevention initiative that is set to facilitate the active participation of primary stakeholders in the planning and implementation of safety and security at local level including establishing and strengthening street and village committees.
This initiative is also set to reduce crime and criminality by addressing the causes of crime through structured partnerships. Community Safety Forums are established to monitor and coordinate the functioning of the Criminal Justice System at the local/municipal level. This forum will embrace the School Safety, Tourism Safety, Community and Road Safety programmes, and also review the location of police stations and realignment thereof.
As a broad structure for integrated local crime prevention planning, coordination and implementation, CSFs involves participants from all three spheres of government, as well as attracting community organisations and formations. The Core Members, Justice, Crime Prevention and Security Cluster departments, Social Cluster Departments, Local Government, Existing CPFs representative of and not limited to:
- Non-government organisations
- Faith-based organisations
- Ward councillors as ex-officio members
- Youth formations
- Women formations
- Traditional leaders (where applicable)
- Street committee representatives
- Business sector
