Seafield takes another leap as he is appointed DDG LP&IR
Virgil Anzel Seafield has been appointed Deputy Director-General: Labour Policy and Industrial Relations (LP & IR) in the Department of Labour with effect from 1 July 2015. Seafield replaces Les Kettledas, who went into retirement last year.
Before assuming the position the incumbent was Chief Director: Statutory and Advocacy Services in the Department of Labour.
Seafield (53) was also previously Director: Labour Relations and Employment Standards – wherein he was responsible for strategy formulation in regard to establishment of plans of action on minimum wages and conditions of employment for industry(ies); managing the Child Labour Programme of Action and its implementation among others.
The newly-appointed Deputy Director-General obtained a Baccalaures Artium (BA) and Baccalaureus Education (B.Ed.) degrees respectively at the University of the Western Cape. He proceeded with his further tertiary education culminating in him obtaining his Masters in Business Administration (MBA) at the University of Pretoria in 2004.
He has completed a thesis into the implementation of the Employment Equity Act.
He joined the Department of Labour in 2007 as an executive manager. Seafield has represented the department at a number of international organs in particular at the International Labour Organisation conferences, and in a number of workshops and seminars both locally and internationally, including participating in dispute resolution forums and promoting social dialogue.
He has also served as chairperson of the ILO Committee on facilitating the transition from the informal to the formal economy.
Among his successes in the department is that he has been instrumental in the establishment of provident fund in vulnerable sectors such as private and contract cleaning. He possesses experience in the inspection and enforcement. In addition, he has also been responsible for project management of the directorate programmes, involved in the establishment of the Employment Conditions Commission (ECC) and the implementation of its programmes; and establishment of provident funds based on sectoral needs.
Seafield has also been instrumental in a number of sectoral determinations - initiatives that deal with setting conditions of employment and minimum wages in vulnerable sectors such as domestic and agricultural sectors, and played a pivotal role in developing communication strategies in the department’s inspection services
He counts among his favourite hobbies - playing golf and reading and is a soccer enthusiast.
