New minimum wage for contract cleaning in 2015

South Africa’s contract cleaning employees’ wages and conditions of employment have been adjusted with effect from 6 January 2015, following an announcement by Labour Minister Mildred Oliphant.

In terms of the Basic Conditions of Employment Act - the Sectoral Determination prescribing minimum wages in the contract cleaning sector, an employer shall pay a worker shall earn a minimum wage of R16.98 per hour (2013/14: R15.66) in Area A that includes Metropolitan Councils: City of Cape Town, Ekurhuleni, City of Johannesburg, City of Tshwane and Nelson Mandela; and also in Local Councils: Emfuleni, Merafong, Mogale City, Metsimaholo, Randfontein, Stellenbosch, Westonaria.

In Area B – the rates applicable are those as prescribed by the KwaZulu-Natal Contract Cleaning Bargaining Council.

And in the Area C – which includes the rest of South Africa the minimum rate per hour will be R15.47 (2013/14: R14.19).

In the case where the transport cost is more than the daily cost to an employee, an employer who requires such as employee to perform night work must subsidize such employee for the transport expenses. The new minimum wage will be binding with effect from 6 January 2015 up to 30 November 2015.

Meanwhile, the new minimum wage for the period ending 2016 and 2017 the determination will be determined using the previous year’s minimum rate + CPI +1.5%. The CPI utilized should be the CPI as made available by Statistic South Africa six weeks prior to the expiry date of the minimum wages.
