Infrastructure Department gets tough on poor workmanship

The Gauteng Department of Infrastructure Development (DID) is holding the service providers appointed to develop the new Bronkhorstspruit Primary School, financially accountable for defects emerging within the contractually stipulated 12 month liability period.

Tau Pride Moteko was appointed Contract Project Managers (CPM), with JT Ross/ Tsie JV as the contractor, however, numerous noticeable defects were identified following the handover of the project.

According to MEC Bheki Nkosi, “The service providers were engaged and instructed to rectify all identified defects as a matter of urgency. Despite several meetings with the CPM and Contractor regarding the defects, no remediation took place. My Department issued both parties with warning letters concerning this matter. This is a serious case of poor workmanship and we are taking steps to ensure that the responsible service providers fully account for the problems encountered. We have a zero tolerance approach on matters such as this.”

Due to the slow co-operation from the CPM and contractor the Department is pursuing the following steps:

The appointment of independent professionals to conduct a detailed investigation, design solutions, quantify the remedial work to be done as well as giving the estimated cost thereof;

The appointment of an independent contractor to carry out the necessary remedial works for the sake of progress;

The costs for this remediation will be recovered from the contract value;

The Department is also in the process of reporting both the CPM and Contractor to the relevant professional councils.

MEC Nkosi added, “This action is in line with our commitment to intensifying our project management and monitoring function for all infrastructure projects in the Province and we would not hesitate to penalise the defaulters for compromising quality and value for money”.
