On 7 December 2010, the Independent Complaints Directorate (ICD) arrested Constable Wisani Baloyi (28) and Reserve Constable Rose Monama (25) for corruption and defeating the ends of justice. Both officers are stationed at South African Police Service (SAPS) Mankweng.
The allegations are that on 14 October 2010 at about 11h00 in the morning, three police officers arrived at the complainant’s tavern in Thune village, Mankweng and confiscated liquor which he was selling without a license. The complainant alleges that Constable Baloyi and Reserve Constable Monama made him pay an amount of R200 in cash as an admission of guilt fine. He was then asked to go the police station to collect the receipt for the fine. Upon his arrival at Mankweng SAPS station, the complainant was informed that there is no record of such an incident in their books. When he finally got the receipt he noticed that the date therein did not correspond with the date on which the admission guilt fine was paid. He further alleges that the receipt appeared altered.
Upon receiving the complaint the ICD took over the matter for investigation which culminated in the arrest of Constable Wisani Baloyi and Reserve Constable Rose Monama. The accused police officers appeared at Mankweng Magistrate Court on 7 December 2010 and were granted bail R1000 each. They will appear again at the same court on 21 January 2011.
