Independent Complaints Directorate (ICD) probing allegations of murder against two South African police Service (SAPS) constables

The Independent Complaints Directorate (ICD) is investigating two police officers for killing a vendor on Sunday, 1 November 2009 at about 03h40.

It is alleged that in the early hours of Sunday morning Constables Masinga and Kekana, both based at Pretoria Central and who were off duty, were on their way from a pub to their place of residence at the police barracks. The two officers were allegedly under the influence of alcohol. At the corner of Bosman and Church streets they stopped next to a vendor and started eating the foodstuffs sold by the vendor and refused to pay when ask to do so.

A fight ensued between the officers and the vendor, and during the scuffle the deceased overpowered the officers and grabbed a bottle with which he hit one of the officers on the head. It is alleged that the police officer then ran to the barracks and took his service pistol after which he went back to the scene, where the fight continued.

During the fight, one of the officers fired two shots at the deceased killing him instantly. The two police officers were arrested. The ICD is investigating the case. The two officers will appear tomorrow at the Pretoria magistrate court.

The ICD will leave no stone unturned in ensuring that justice prevails in the end.
