The Independent Communications Authority of South Africa published a notice of intention to conduct an inquiry on Wholesale Transmission Services for Broadcasting in Government Gazette No. 33599 on 30 September 2010.
The authority further released a questionnaire on 6 October 2010 to all licensees requesting the relevant information such that the authority can, amongst others:

define the market for wholesale transmission services

evaluate the effectiveness of competition in the wholesale transmission services market(s)

declare those licensees with significant market power, where necessary.
The deadline for submission of responses to the questionnaire is 17 November 2010. The questionnaire and accompanying documentation is available on the authority's website: http://www.icasa.org.za.
