Independent Communications Authority (ICASA) reviews existing Broadcasting Regulatory Frameworks to be in line with the Digital Era

The Independent Communications Authority of South Africa hereby invites all interested stakeholders to take part in the Authority’s initiative to review the existing analogue broadcasting regulatory frameworks to be in line with the digital era.

The need to review analogue broadcasting regulatory regimes as a result of the transition to digital terrestrial television has been recognised by various authorities in the world; by engaging in various public consultation processes to adapt their existing regulatory frameworks to the new market structures and dynamics of the broadcasting industry in order to achieve their respective public services mandates.

The overall objective is to ensure that regulatory frameworks for broadcasting services promote the development of public, commercial and community broadcasting services which, in the context of digital convergence and migration, are responsive to the needs of the public, which promotes a plurality of views, news and information.

The Authority has therefore published the Issues Paper obtainable from the ICASA website for public comments. Furthermore, the Authority will be conducting provincial workshops to solicit views from all other stakeholders between January and March this year, with the main conference taking place from 23 to 24 February 2012 in Gauteng.

It is therefore important that all interested individuals and stakeholders take part in these workshops so that the Authority can make sure that regulations are structured in such a way that they address all concerns and provide for a seamless broadcasting service.

The programme for provincial workshops shall be as follows:
