ICASA outlines its role on the complaint lodged by the Democratic Alliance in respect of Multichoice
The Independent Communications Authority of South Africa (ICASA) has noted media reports in respect of the investigation it will carry out on the matter brought before it by the Democratic Alliance on 29 November 2017.
ICASA would like to provide some clarification on its role in respect of this developing story where the Democratic Alliance (DA) has approached the Authority to obtain certain contracts from Multichoice and conduct an inquiry into the relationship between Multichoice, the South African Broadcasting Corporation (SABC) and Africa News Network (ANN7).
ICASA has confirmed that it will look into the matter and intends to approach Multichoice to provide responses to the formal complaint lodged by the DA. In this regard ICASA will also request copies of the contracts concluded between Multichoice and ANN7 as well as between Multichoice and the SABC.
Upon receipt of the contracts from Multichoice and the response to other issues raised by the DA, ICASA for its part, will peruse all the copies of the contracts and submissions to determine if there may be any matters of non-compliance in respect of Multichoice’s licence terms and conditions as well as applicable regulations. ICASA will – based on the outcome of its review of the contracts and submissions by Multichoice – make a decision as to the appropriate action to be taken if any, and advise the public accordingly.
