ICASA extends implementation of Carrier Pre-Selection Regulations Phase 1

The Independent Communications Authority of South Africa hereby gives notice to all Electronic Communications Services (ECS) Licensees offering the services subject to Carrier Pre-Selection (CPS) Phase 1 that implementation timelines, as envisioned in the regulations, has been extended to 30 November 2011.

The Authority published Carrier Pre-Selection (CPS) Regulations on 27 September 2010, the purpose of which was to establish a framework in terms of which subscribers of an electronic communications service (ECS) licensee can access the services of another ECS licensee on a call by call basis by adding an access code to the front of a dialed number.

The Authority has since engaged with industry on progress of CPS Phase 1 implementation. It was from those engagements that the Authority made a decision to develop an industry-led CPS code of conduct/practice to be completed in September 2011.

A general notice containing full details on the above mentioned developments will be published in the Government gazette in due course.
