ICASA enters into a Memorandum of Understanding with the South African Maritime Safety Association

The Independent Communications Authority of South Africa (ICASA) has entered into a Memorandum of Understanding (MoU) with the South African Maritime Safety Association (SAMSA) appointing the latter, as an expert, to perform certain functions as provided for in the MoU.

SAMSA shall, among other things, perform the following functions for and on behalf of ICASA:

  1. Issue all Marine Operator Certificates on behalf of ICASA.
  2. Review all previously accredited training institutions and re-accredit as deemed required.
  3. Revise the relevant Marine Operator’s certification as per the ITU Regulations.
  4. Set the requirements necessary for individuals to obtain approval as Designated Examiners for the written and practical examining of candidates for issuance of Long and Short range (Non-SOLAS) Radio Operator Certificates, GMDSS (GOC) and first and second class RADIO Electronic certificates.

The Authority is of the view that this MoU will go a long way in strengthening the relations between both parties and in making sure that there is seamless certification of Marine Radio Operators among others. The MoU became effective from 06 December 2011 and therefore replaces the one signed in May 2006.
