The Authority finalised the Licensing process for free-to-air commercial sound broadcasting service licences in the Primary Markets (Medium Wave).
The Independent Communications Authority of South Africa hereby notifies the media and stakeholders that it has finalised the licensing process for free-to-air commercial sound broadcasting service licences in the Primary Markets (Medium Wave) and has made its decision thereof.
On 2 February 2012, the Authority published an Invitation To Apply (ITA) for Individual Commercial Broadcasting Services and Spectrum Licences for the provision of commercial free-to-air sound broadcasting services in the Primary Markets of Gauteng, Durban and Cape Town. The ITA was issued in terms of section 9, read with section 51 the Electronic Communications Act.
The foregoing provisions of this Act set out the procedures to be followed in considering applications for broadcasting licences and the factors that the Authority must take into consideration when evaluating applications for broadcasting licences. The ITA stipulated that two licences will be issued to successful applicants in each Primary Markets.
By the closing date of the ITA, the Authority had received seven (7) applications in response to the ITA, three (3) from Gauteng Province, two (2) from Durban and two (2) from Cape Town.
After due consideration of applications, the Authority has decided to –
(a) grant individual commercial sound broadcasting service and spectrum licences to Mainstreet 1035 (Pty) Ltd (“TalkSport Radio”) and Extriserve (Pty) Ltd (“LM Radio”) in Gauteng Province; as well as Altius Trading 460 (Pty) Ltd (“Magic 828”) in Cape Town; and
(b) refuse the applications for the individual commercial sound broadcasting service and spectrum licences by Simascape (Pty) Ltd (“S.L.A.M Gauteng”) in Gauteng Province; Capital Radio 604 (Pty) Ltd (“Capital Radio”) and K2012010707 (Pty) Ltd (“S.L.A.M KZN”) in Durban; and K201210697 (Pty) Ltd (“S.L.A.M Western Cape”) in Cape Town.
