The Department of Economic Development, Tourism and Environmental Affairs is proud to announce the appointment of the Head of Department, Mr Mogokare Seleke with effect from 1 October 2013. Mr Seleke has been acting as the Head of Department since June 2013.
MEC Mosebenzi Zwane said “The HOD brings with him a wealthy of experience in the department. I am confident that with the HOD at the helm, we can take this department to a high level. We do not have luxury of time, we have to make a difference now so that the people of the Free State can start feeling us”.
Mogokare Richard Seleke obtained a Bsc. Honours degree in Agricultural Economics and Management, Post Graduate Diploma in Economics and Management and B Degree Agriculture and Further Studies towards Masters in Economics. He was a lecturer at Taung College of Agriculture from 1997 – 1998, lecturing Agribusiness Management courses.
From lecturing, he joined the North West Provincial Department of Agriculture and Conservation from 1998 – 2000 as Agricultural Economist. In 2001 until 2004, Mr Seleke was the Chief Planner for Special Programmes, later transformed into Impact assessments at the National Department of Housing and in 2005, he became the Director for Monitoring and Evaluation in the Department of Agriculture in Pretoria. He was responsible for Human Settlement redevelopment programme analysis, Integrated Sustainable Rural Development (ISRDP) and Urban Renewal Programme (URP).
From May 2010 until February 2011, he served as an Acting Deputy Director-General: Fisheries Management at the National Department of Agriculture, Forestry and Fisheries responsible for the overall management of the branch (strategic and people management).
His latest position was at the National Department of Agriculture, Forestry and Fisheries as Chief Director responsible for Policy Development and Strategic Planning.
While working there, he developed, shaped and managed a small scale fisheries policy, reformulated rights transfer policy and developed a guideline for policy development.
He joined the department on the 1 November 2012 as Deputy Director-General (DDG) for Economic Development. His responsibilities included the overall management of the Economic Development Chief Directorate (Integrated Economic Planning and Development, Sector Development, Business Regulation and Governance and Tourism Support). Mr Seleke is originally from Mmabatho in the North West Province and he is happily married with two kids.
