Gauteng Provincial Legislature assesses provincial departments' Budget Votes, 17 May

Committees of the Gauteng Provincial Legislature embark on annual budget vote process for the 2018/2019 financial year – Week 1

As part of implementing the Gauteng Provincial Legislature’s (GPL) oversight and public participation mandates, Portfolio and Standing Committees are currently scrutinizing 2018/2019 Financial Year Budgets of Gauteng Government Departments. During this period Committees assess Budget Votes of Provincial Government Departments, using the Service Oversight Model (SOM) methodology. Guided by SOM, Committees assess the priorities; inputs (capital and current); outputs and outcomes of the Departments.

The assessment of Budget Votes begins with the presentation of an analysis by a GPL Researcher, which interrogates each programme priority set by a Department. The process involves Members of the Executive Council (MECs) and Heads of Departments who must account for budget allocated. The Honourable Speaker and Secretary to the Legislature also account for GPL’s budget. Upon conclusion of assessments, Chairpersons of Portfolio Committees of the Legislature table their considerations to the House for debate. 

As part of GPL’s efforts to ‘Take the Legislature to the People’, Committees are scheduling public meetings in various communities around the Province – affording the people of Gauteng a platform to give input on the Departments’ Budget Votes. As service recipients to whom Provincial Departments must account for service delivery, it is crucial that the people of Gauteng be afforded a platform to input on the services they receive and resources allocated to ensure service delivery.
