EC Public Regulatory Entity grants 674 OP'S in first 10 months

In an attempt to expedite the adjudication of applications and deal with backlogs, the newly established Eastern Cape Public Regulatory Entity (PRE) has granted 674 operating licenses over its first 10 months of existence.

This new entity was launched by the MEC for Transport, Roads and Public Works, Ms Thandiswa Marawu in October 2011 in terms of the National Land Transport Act No 5 of 2009, Section 23 (1), where it is stated that:

"Every MEC (responsible for transportation) must establish a Provincial Regulatory Entity within the relevant provincial department, to perform the functions of that entity in the province."

This group of departmental officials replaces the Operating Licensing Boards.

Their role is to:

  • monitor and oversee public transport in the province
  • receive and decide on applications relating to operating licences

During the establishment of PRE, the Eastern Cape province had a backlog of more than 600 applications and the entity was mandated to expedite the adjudication of these applications in various districts.
