The Eastern Cape Department of Transport held a performance assessment session for its senior management at the department's head office today, Monday.
Management Performance Assessment Framework is an initiative that was adopted by Cabinet on 22 June 2011 and it requires all national and provincial departments to be assessed using the Management Performance Assessment Tool (MPAT).
It also involves the establishment of a Provincial Steering Committee, launching of the MPAT within the Province, facilitation of the self-assessment amongst the department and would be coordinated by the Office of the Premier.
MPAT was launched in the Province on Thursday, 23 February 2012 at Hemingway’s, as a result of that all provincial departments are required to complete the self assessment tTool assisted by the office of the premier on or before Friday, 23 March 2012 and the key performance areas will be assessed in the following components:
- Strategic Management
- Governance and Accountability
- Human Resource Systems Management
- Financial Management
The areas of assessment listed above are Management Practices that all senior managers deploy on a daily basis and the purpose of MPAT in this regard is to measure the extent of deployment of these practices within the Department of Transport.
This tool is not punitive but desires to develop a baseline for reporting to cabinet on the deployment of these practices in the civil service.
The Management Performance Monitoring looks to the following:
- Focus on assessing state of management practices
- Programme implemented jointly with the provinces
- Catalyses improvements in management
- Enables track improvements against the baseline performance
- Does not include assessments of the performance of individuals
