The Eastern Cape Department of Transport to conduct government fleet needs analysis

The Eastern Cape Department of Transport through its newly-established provincial government fleet management trading entity will conduct a needs analysis to establish fleet requirements for user departments as well as assessment of availability of funds to service the lease agreement.

This was announced by Transport MEC Thandiswa Marawu during her 2013/14 policy presentation at the Bhisho Legislature today.

The Trading Entity is technically operating on business principles “without” a profit as we believe that the efficiency and effectiveness is of utmost importance in order to successfully service our sister departments with all fleet requirements based on fleet management principles aligned to government.

The Entity opened its business in February 2012 with 2 043 vehicles bought from Fleet Africa Eastern Cape, which was used as a base to kick start its operations. Currently, the entity is leasing a fleet of 2 299 vehicles against a derived demand of 2 888 according to the base analysis conducted in 2008.

Due to the dynamics in the service delivery environment such as donations received by user departments etc, the entity also has a responsibility of managing an additional fleet of 562 vehicles classified as management maintenance.

The Provincial Executive Council late last year established an Inter–Ministerial Oversight Body to provide guidance to the entity on governance issues and other strategic matters to ensure efficiency.

This political oversight body is constituted by the MEC for Transport, Roads and Public Works, Thandiswa Marawu, Provincial Planning and Finance MEC Phumulo Masualle, Local Government Traditional Affairs MEC Mlibo Qoboshiyane, Education MEC Mandla Makhupula and Health MEC Sicelo Gqobana.

“We are supported by an Inter-Departmental Technical Oversight Committee composed of Heads of Departments of Transport and Local Government and Traditional Affairs, as well as the Deputy Directors-General from the Office of the Premier and Provincial Treasury,” said Marawu.
