The Minister of Rural Development and Land Reform Mr Gugile Nkwinti met with District Six claimant where it was agreed that a governance structure should be established. The meeting, attended by over 700 claimants was held at the Cape Peninsula University of Technology (CPUT) Cape Town Campus on Saturday, 23 August 2014.
Setting the tone of the meeting, Minister Nkwinti told the claimants that government does not want to impose decisions on people, but was the responsibility of government to create platforms for people to discuss and make their own decisions. “I am here to take marching orders from you and it is up to you to tell me what you want in terms of governance structure and other critical areas which we have proposed during our last general meeting held at Cape Town ICC in March 2013.”
After a hot debate, the claimants unanimously agreed that a CPA (Communal Property Association) is the best legal entity to hold their land for the community of District Six. With regards to money paid by the claimants to District Six Beneficiary Trust, the claimants mandated Minister Nkwinti to consult with Minister of Justice and Constitutional Development for the repayment of the money by District Six Development Trust.
Other resolutions taken by the claimants include the following:
- claimants will receive full property title.
- claimants who own properties at the time of dispossession will receive row houses.
- elderly people will be resettled in ground floor apartments.
Also in attendance were City of Cape Town Deputy Mayor Alderman Ian Neilson and District Six Reference Group.
