The Deputy Minister for Public Service and Administration, Ms Ayanda Dlodlo, today held an empowerment workshop with the Community Development Workers (CDWs) in Mpumalanga. The workshop is the second of nine that the Deputy Minister will embark on across all provinces.
In her budget vote speech to Parliament in 2011, the Deputy Minister made various observations regarding the Community Development Programme and the role of Community Development Workers (CDWS) in particular. She mentioned the urgent need to address the inconsistent and fragmented governance, management, planning and reporting functions of the Programme and stated key elements for redesigning governance and management of the CDW model.
Addressing the workshop, Deputy Minister Dlodlo reminded the CDWs that they are the foot soldiers of government in providing efficient and effective governance to South Africans. “You are an extension of the government to provide a service to our people” she said.
Ms Dlodlo also encouraged them to put South Africans and their needs first stressing that “everything stops to serve South Africans”. Speaking on their roles and responsibilities, Deputy Minister Dlodlo urged CDWs to take an interest in issues that influence them also encouraging them to read the Constitution, the State of the Nation Address (SONA) and the Budget Speech to assist them in understanding what is expected of them.
Supported by the MEC of Cooperative Governance and Traditional Affairs in the province Mr Madala Masuku, the workshop aimed to inform CDWs of their key deliverables and to present a comprehensive reporting mechanism for those key deliverables.
Presentations by various provincial departments were made on the provincial perspective on community development workers in government.
