Deputy Minister of Public Service and Administration, Ms Ayanda Dlodlo addresses the 15th Public Service trainers' forum conference in Mangaung, Free State.

The Deputy Minister for Public Service and Administration, Ms Ayanda Dlodlo officially opened the 15th annual Public Service Trainers’ Conference in the Free State capital of Mangaung this morning.

The three day conference held under the theme, “Human Resource Development at the Centre of Service Delivery: Unleashing the Cheetah” aims to explore strategies of transforming public servants into enablers of effective service delivery, to engage on the contribution of Human Resource Development (HRD) towards new growth path initiatives in government and to examine the dynamics and challenges facing HRD and its impact on service delivery.

Deputy Minister Dlodlo reminded delegates that the conference “refocuses our attention on the fundamental basics of public services in a manner that is responsive to the needs of citizens, impartially, professionally, effectively, efficiently and in a coordinated way in accordance with our country’s developmental agenda, which we have been pursuing since the dawn of democracy.”

In this light, Deputy Minister added that HRD is about building the necessary capacity amongst public servants to respond to the needs of citizens and thus to pursue the national vision, “as the HRD for the Public Service: Strategic Framework Vision 2015 aptly puts it, capacity development interventions as far as human resource development is concerned should not be about everything but should rather be focused on identifying areas where there could be the highest value in further building a viable HRD enterprise,” said Deputy Minister.

The transformation process of the Public Administration Learning and Management Academy (PALAMA) is part of responding to specific areas of training and capacity development within the public service.

The completion of the process “will lead to an organisation that is better aligned to government priorities and outcomes as reflected in the outcomes-based planning and performance monitoring approach framework applicable across government.” said Ms Dlodlo.

Added to this the Deputy Minister says that, “our ability to successfully place human resources development at the centre of public service delivery carries with itself the potential to translate the dreams of millions of South Africans into a future where the cumulative narrative of public service of indifference is a thing of the past, and a future where there are no more service delivery protests.”

She concluded that “it is our heartfelt desire as government that, once more, we will walk side-by-side with you the trainers and experts on a journey to the future of hope for millions of our people who look up to the public service to serve them with distinction and without any reservation.”
