In ensuring that communities are part of developments in their respective wards, the North West department of Local Government and Traditional Affairs is working with the Independent Development Trust (IDT) to train ward committees in developing their ward plans in line with the needs and priorities of their communities.
The Community Based Planning (CBP) which is also known as the Local Area Planning (LAP) is a system which enables communities to identify and prioritise service delivery needs and challenges.
Although the CBP system is ward driven, it requires an integrated planning by both the local and district municipalities to prioritise areas of service delivery. The CBP is also a tool that can be used by communities to monitor progress made by the municipality in delivering those services.
Recently, ward committee members within the Moses Kotane Local Municipality went on a three days training offered by IDT. This training was based on strengthening the effectiveness of CBP and its input on to the IDP. Greater Taung Local Municipality was the first municipality in the province to develop its own framework of the CBP.
