Deadlock in the National Bargaining Council for the Clothing Manufacturing Industry

The Department of Labour notes with concern the deadlock that has developed between the main parties to the National Bargaining Council for the Clothing Manufacturing Industry.

The Apparel Manufacturers of South Africa (AMSA) have sought an order to compel the National Bargaining Council to act on writs of execution that have been issued on non-compliant companies. The controversy that surrounds the writs of execution has been on-going for some time and is now complicating relations between parties as well as the wage negotiation round that has started in the council.

The South African Clothing and Textile Workers Union (SACTWU) and AMSA affiliated employer organisations have deadlocked in their negotiation and will be embarking on conciliation from today, 18 July 2012.

The Department intends to seek a meeting with the parties to discuss the deadlock in the Council. While there are difficult challenges facing the clothing industry, the parties are urged to continue to seek a solution that protects jobs while also acknowledging the obligation to comply with collective agreements and legislative obligations.
