The Department of Basic Education welcomes the statement released by the African National Congress (ANC) in respect of the Limpopo textbook delivery.
We further note and accept the directives of the ANC as stated below:
- The ANC directed the National Treasury to work closely with the Limpopo Department of Education and Department of Basic Education.
- The ANC directed the Department of Basic Education to establish a dedicated logistics unit to pay daily attention to this matter and to provide strategic support to the Minister of Basic Education and to report regularly to the Secretary General of the ANC, who will table the report to the fortnightly meeting of the NWC.
The department commits to carry out its obligations as directed in the ANC statement.
Procurements of learning and teaching support material
In line with the work currently under way in the department the process for the development of the national catalogue, a process that centralises the identification, screening and selection of quality textbooks for grades 4 to 6 and grade 11 will be strengthened.
The basic education sector plan for the procurement and delivery of textbooks for 2013 will be used by provinces to finalise and start implementing their plans. We have assessed all provincial plans to ensure that the delivery of Learning, Teaching and Support Material (LTSM) is concluded on or before 30 November 2012.
In this regard the Minister is meeting with all MECs for Education this week to approve. In Limpopo province, a meeting has been scheduled for tomorrow, Tuesday between the officials of the department with publishers and booksellers to conclude a crucial leg in the ordering of textbooks for 2013.
Catch up plan
We are currently finalising the Grade 10 catch up plan, in line with the directive on the catch up plan. We will indeed carry our mandate to intervene in Limpopo Province and conclude all outstanding matters. The minister will this week go back to Limpopo to continue her oversight role and assessment in the implementation of Section 100 (1) (b). She will meet with officials and school principals this Wednesday and Friday for further engagement.
