Cooperative Governance, Human Settlements and Traditional Affairs recognised again for outstanding performance during the SAIGA annual public sector reporting awards

The Department of Cooperative Governance, Human Settlements and Traditional Affairs has been recognised once again for its outstanding efforts to advance service delivery.

The department recently received an award from the South African Institute of Government Auditors (SAIGA), an initiative that was introduced by the institute ten years ago, to recognise excellence in the publishing of annual reports by provincial and national departments. This award, follows a series of other accolades the department has on its list, with the recent won from at Stellenbosch earlier this month.

The full list of 2011 winners for the financial reporting year ended 31 March 2010 and on the list the department of Cooperative Governance, Human Settlements and Traditional Affairs has been ranked the only one in the province, and according to the financial report, it has scored a minimum of 91.25% with an average of 83.87% and on the top of the winning list being the Department of Agriculture (Western Cape) with 96.55% score and an overall average of 87.44%.

The awards for pursuit of Excellence in Department Annual Reports, according to SAIGA, are a significant initiative and must be seen against the background of the promulgation of the Public Finance Management Act (PFMA) and related legislation such as treasury Regulations. Along with the awarded certificate, a trophy in the form of a pyramid was also awarded.

The Shape (pyramid) is to be symbolising the departments’ upward pursuit of excellence; it also encloses the concept of three points, drawing a parallel to the so-called three Es (effectiveness, efficiency and economy). The chosen material for the trophy is in a form of glass, a symbol of the PFMA concept that underlies the reporting function. The overlying pyramids of glass indicate that more than one report is produced to make up the financial statements.
