Community and government reaches an agreement

The South African Communist Party of Gauteng led by the Provincial Secretary Mr Jacob Mamabolo, and the provincial Chairperson, Joe Mpisi facilitated an agreement reached today between the community of Leeufontein informal settlement, led by Mr Joe Mbedzi, and the City of Tshwane, represented by Adv. Victor Lekoane. The meeting was also attended by Mr Vusi Madonsela, Director General of the Department of Cooperative Governance, Mr Moleshatlou Maila, representing the Provincial Department of Cooperative Governance and Traditional affairs of Gauteng, to deal with the provision of basic services to the community in the area.

The agreement reached was as follows:

  • An independent Investigation be conducted into the problems affecting the status of the Leeuwfontein community. The investigation, which must involve participation by affected members of the community, must be completed within a month from 15 April 2014 and that a report thereon be presented to the community by the end of May 2014.
  • While the investigation is underway, as a temporary measure:
    • The City of Tshwane will increase the supply of water, both in quantity and the number of days, also looking at the number of households in the area;
    • The City of Tshwane will increase the supply of chemical ablution facilities (sanitation) – the Amalulu Chemical Toilets;
    • The City of Tshwane will use a grader to improve the condition of gravel access roads in the area;
  • A Technical Committee, consisting of 5 members of the Community, 5 Government representatives and participants from other interested parties to work on recommendations for a long term solution to the provision of basic services, including electricity, to the community of Leeuwfontein.
