1. The Extraordinary Summit of the Heads of State and Government of the Southern African Development Community (SADC) was held in Maputo, Republic of Mozambique on 8 February 2013.
2. Summit was attended by the following Heads of State and Government and or their representatives:
- DRC: H.E. President Joseph Kabila Kabange
- Mozambique: H.E. President Armando Emilío Guebuza
- United Republic: H.E. President Jakaya Mrisho Kikwete of Tanzania
- Swaziland: Rt. Hon. Dr. B S S Dlamini, Prime Minister
- Botswana: Hon. Minister Dikgakgamatso Ndelu Seretse, Minister of Defence, Justice and Security
- Lesotho: Hon. Minister Mohlabi Tsekoa, Minister of Foreign Affairs
- Malawi: Hon. Minister Ephraim Mganda Chiume, Minister of Foreign Affairs
- Namibia: Hon Minister Netumbo Nandi-Ndaitwah, Minister of Foreign Affairs
- South Africa: Hon. Minister Maite Nkoana-Mashabane, Minister of International Relations and Cooperation
- Zimbabwe: Hon. Minister Emmerson Dambudzo Mnangagwa, Minister of Defence
- Angola: H.E. Isaias Jaime Vilinga, Ambassador

3. Summit was chaired by H.E. Armando Emilio Guebuza, President of the Republic of Mozambique and the Chairperson of SADC.
4. Summit was also attended by the Executive Secretary of SADC, Dr. Tomaz Augusto Salomão.
5. Summit considered the political and security situation in the region, in particular the latest developments in the Democratic Republic of Congo.
6. Summit commended:
(i) The Republic of Angola, Republic of Malawi, Republic of South Africa, Republic of Namibia, United Republic of Tanzania, Republic of Zambia, the Kingdom of Lesotho, the Republic of Mauritius and the Republic of Zimbabwe for pledging to contribute to the Neutral International Force (NIF);
(ii) Continued collaboration between SADC and ICGLR on the deployment of NIF in the eastern DRC.
7. Summit urged AUC, SADC/ICGLR to urgently engage UN on the deployment of NIF in eastern DRC; and
8. Summit reiterated its decision to expedite the deployment of NIF in eastern DRC.
9. Summit welcomed the UN Secretary General’s initiative towards bringing peace and stability in the eastern part of the DRC.
10. Summit commended the UN Secretary General for the proposed Peace, Security and Cooperation Framework for the eastern part DRC and the Region.
11. Summit expressed its heartfelt condolences and solidarity to the Government and the people of Mozambique on the loss of lives and property due to floods in the country.
12. Summit expressed gratitude to the government and the people of the Republic of Mozambique for the warm hospitality provided during the meeting.
