Extension of the deadline for submissions on the Draft End-User and Subscriber Service Charter

The Independent Communications Authority of South Africa hereby informs all interested parties of the decision to extend the submission deadline in relation to the Draft Review of the End-User and Subscriber Service Charter from 21 January 2014 to 14 March 2014.

The extension has been granted based on requests from interested stakeholders; and in the public interest and fairness, the Authority has decided to extend the deadline for the submission of written comments. No further extensions will be granted. The notice of the extension will be published in the Government Gazette during the course of this week.

The End-User and Subscriber Service Charter is a regulation aimed at ensuring that end-users and subscribers are provided with high quality services by licensees at all times. The Charter seeks to, among others, prescribe the minimum standards for services to end-users and subscribers to electronic communications network and services licensees; and to ensure that the service is offered in accordance with established service parameters.

The Authority is of the view that the Charter will go a long way in addressing a major challenge of poor network quality and dropped calls that consumers continue to complain about in recent times.

It is expected that the finalisation of the regulations will encourage licensees to utilise their licensed spectrum efficiently to meet the demands of consumers and to comply with the said set of regulations.
