The Independent Complaints Directorate (ICD) has received numerous enquiries regarding its review of the cases involving the Cato Manor Organised Crime Unit (COMCU).
The enquiries arose from the Sunday Independent’s article “Investigation into cop execution squad over”, 29 January 2012. In that article, the impression is given that the ICD is conducting a joint investigation with the Hawks and that such investigation has been completed.
The ICD wishes to clarify the following matters in regard to its investigations:
- The process started by the ICD in December 2011 to review all cases involving the Cato Manor Organised Crime Unit has not been concluded, it is still well underway.
- The ICD’s investigations are totally independent from any investigations conducted by the Hawks – there is accordingly no joint investigation.
- The ICD’s investigations are criminal in nature and should evidence of wrongdoing be found against any member of the South African Police Services SAPS, recommendations for prosecution in the courts will be made to the relevant Director of Public Prosecutions (DPP).
- The ICD will convene a media briefing to inform the public about the outcome of the review process only once it has been concluded.
