Call for the nomination of candidates for the national intelectual property management office panel

The Minister of Science and Technology hereby invites interested parties to nominate candidates to be considered for appointment to the National Intellectual Property Management Office (NIPMO) Dispute Panel for a period not exceeding four years.

NIPMO was established to promote the objects of the Intellectual Property Rights from Publicly Financed Research and Development (IPR-PFRD) Act, 2008, namely “to ensure that intellectual property emanating from publicly financed esearch and development is identified, protected, utilised and commercialised for the benefit of the people of the Republic, whether it be for a social, economic, military or any other benefit”.

Regulation 7 of the regulations published under the IPR-PFRD Act provides for the Minister of Science and Technology to establish a dispute panel to hear and determine disputes relating to the administrative decisions of NIPMO.

The dispute panel will consist of no less than five and no more than 20 members, who must have experience and expertise in areas relating to the protection, management and commercialisation of intellectual property, dispute resolution and business.

Members of the panel should be South African citizens or have the right of permanent residence in the country. The members will be drawn from diverse backgrounds and institutions in order to minimise potential conflicts of interest.

The dispute panel will be accountable to the Minister. It must establish its own rules of procedure, which NIPMO must publish, and make decisions applying the principles of fairness, justice and reasonableness. Allowances will be paid in accordance with National Treasury guidelines. The shortlisted candidates will undergo the department’s standard screening.

Nominations should be submitted to the Minister of Science and Technology no later than 30 September 2013. They must be accompanied by the following:

  • Relevant curricula vitae for nominated candidates, including the following information, must accompany nominations: identity number; gender; race; job title and description; contact details (postal and email addresses and telephone and fax numbers, qualifications and field; current and past service on boards, areas of expertise names contact  details of three referees.
  • Confirmation of the availability of the nominee.
