The Minister of Energy, Ms Dipuo Peters MP is pleased to announce the appointment of Dr Bismark Tyobeka to the position of Chief Executive Officer of the National Nuclear Regulator of South Africa effective as of 2 September 2013.
We believe that “Dr Tyobeka brings a wealth of nuclear expertise to the NNR and is suitably poised to guide the NNR at a challenging and exciting time” stated Minister Peters.
Prior to his appointment Dr Tyobeka served as a Nuclear Engineer and Unit Head of Gas Cooled Reactors at the International Atomic Energy Agency (IAEA) in Vienna, Austria. He has obtained several national and international qualifications in the nuclear field ranging from MSc-Applied Radiation Science and Technology, University of North West, Master of Science (Nuclear Engineering), Penn State University, USA, Master of Science in Management (Project Management), Colorado Technical University, USA, Doctor of Philosophy (Nuclear Engineering), Penn State University, USA, Master of Laws (LLM) in Comparative and International Nuclear Law and Policy, Centre for Energy and Minerals and Petroleum Law and Policy from the University of Dundee in Scotland.
With a track record for attaining the business goals set before him, Dr Tyobeka’s impressive acumen and experience will benefit the NNR and its stakeholders to the fullest as he adds his leadership skills, inspiration, operational and technical aptitude to the organisation. Apart from the academic and professional qualifications obtained at various domestic and international institutions, Dr Tyobeka has also actively participated at several nuclear conferences and contributed to a variety of nuclear publications and conference proceedings.
Commenting on the appointment, Dr Cohen, Chairperson of the NNR Board said, “We welcome the appointment and believe that Dr Tyobeka’s vast knowledge of the nuclear environment and international affairs, will assist the organisation as it continues to fulfill its mandate and further propel it in becoming a leading world class nuclear regulator.”

About the NNR
The NNR was established through the National Nuclear Regulator Act, Act 47 of 1999 to provide for the protection of persons, property and the environment against nuclear damage through the establishment of safety standards and regulatory practices suited for South Africa.
A key statutory function of the NNR is to develop or adopt standards of safety and exercise regulatory control over the safety of nuclear installations, certain types of radioactive waste, irradiated nuclear fuel, and the mining & processing of radioactive ores & minerals.
The Chief Executive Officer is appointed by the Minister of Energy upon recommendation from the NNR Board. The Chief Executive Officer is the accounting officer of the Board and has the responsibility of ensuring that the functions of the NNR are performed in accordance with the NNR Act and the Public Finance Management Act.
The Chief Executive Officer holds office for a period not exceeding three years as specified in the letter of appointment and may be re-appointed upon expiry of that term of office.
