The Ad Hoc Committee to consider the report by the President regarding the security upgrades at the Nkandla Private Residence of the President today elected Mr Cedric Frolick unopposed as its Chairperson.
Mr Frolick was the only candidate nominated for the position.
After assuming the Chairpersonship, Mr Frolick indicated that all relevant reports will be dealt with by the Committee. “That includes the report from the Joint Standing Committee on Intelligence (JSCI) that was based on the work of the Security Cluster Ministers, the report from the Public Protector, any SIU (Special Investigating Unit) report that may be available or any other reports that must still be made available and, of course, the President’s response where he refers to all these documents.”
He further stated that the Inter-Ministerial report that was sent to the JSCI to process will also be included. Mr Frolick emphasised that these reports mentioned are just a few of the reports to be considered.
He also made it clear that Parliament’s approach is to first invite people to address Committees. It does not go directly to subpoenas. “We must not use the word subpoena lightly. Subpoenas come at the end of a process that Parliament and this Ad Hoc Committee will exercise in line with Rule 138. You first, if the need arises, invite people to attend. You do not start with a subpoena.”
At its meeting next week the Committee will consider a draft programme and look at the extent and scope of the work that needs to be done.
