Update on Municipal Infrastructure Grant challenges, Cooperative Governance and Traditional Affairs (CoGTA) restructuring process

Members of the media are cordially invited to a briefing today to update them on the following key programmes currently underway in the Department of Cooperative Governance and Traditional Affairs (CoGTA)

The Municipal Infrastructure Grant (MIG) and the measures the department is taking to improve its overall performance and expenditure. The minister has raised his concerns about the Municipalities' inability to utilise MIG funds. Out of the 283 municipalities in the country, the 2009/10 financial report showed that 56 municipalities spent less than 80% of the MIG allocated to them and 80 spent less than 90% of their allocation.

The organisational restructuring process which was brought about by the broader mandate of the new department, CoGTA, when it assumed a more coordinating role for governance in South Africa. The expanded mandate and focus has brought with it the need to restructure the department and enable it to better respond to the new mandate with the relevant skills, competencies, technology, etc.

The briefing will broadly focus on:

  • progress on recruitment and filling of management posts
  • the matching and placement process for staff levels 1-12
