Gauteng Finance MEC Mr Mandla Nkomfe will table the inaugural Gauteng Department of Finance budget vote for the financial year 2010/11. Nkomfe will outline plans on how the department will spend the R1.5 billion allocated for its programmes.
The Department of Finance will lead the drive to give effect to the provincial government’s outcomes of:
* Strengthening the developmental state and good governance
* Intensifying the fight against crime and corruption
* Creating decent work and building a growing, inclusive economy
* Effective local governments and infrastructure development.
In the context of the outcomes MEC Nkomfe is expected to elaborate on, amongst others, the details of progress and plans in:
* Progress with respect to the establishment of the Gauteng Funding Agency. The agency will serve as the provincial government’s vehicle to raise alternative revenue to deal with the infrastructure backlogs Gauteng faces
* Progress with respect to the implementation of the localised procurement strategy as part of ensuring that businesses from communities where government requires services benefit
* Progress on the implementation of the Gauteng e-Gov programme which is the umbrella body for the Gauteng online schools project and the Gauteng Contact Centre
* The MEC will also provide progress on work done with the municipalities in providing support to cushion the effects of the challenges arising from the recent economic crisis.
It is anticipated that the MEC will focus on the overall drive by the Gauteng Provincial Government to ensure that maximum discipline is exercised in the disbursement of public funds. A greater focus will be on the need to ensure that there is improved demand planning, financial planning and forecasting by departments in order to ensure that goods and services are of the highest quality, delivery happens in time and payment done within 14 days of receipt of invoices as per the prescription of relevant statues.
