Suspended municipal manager of Madibeng in the North West, Mr Philemon Mapulane, will appear before the court Wednesday, 16 March 2011 in Orkney for a bail hearing. Mapulane was arrested last year and is facing charges of having illegally benefited from tenders in the municipality.
An extensive audit conducted on capital expenditure projects in the Municipality revealed financial mismanagement of project funds in excess of R100 million. Included in this audit were Municipal Infrastructure Grant and the Department of Water Affairs projects.
Mapulane’s arrest was a culmination of investigations in which the Special Investigations Unit, the South African Police Service and private forensic investigators collaborated to ensure a successful criminal prosecution and civil recovery from the perpetrators.
The apprehension of Mapulane late last year reinforces the Department of Cooperative Government and Traditional Affairs’ commitment in uprooting fraud, corruption, nepotism and all forms of maladministration affecting local government.
Many cases of corruption are currently under investigation across the various parts of the country and the government will be intensifying its efforts to make sure that corruption is uprooted as matter of top priority.
