The Department of Social Development and the Central Drug Authority (CDA) will host the second Biennial Substance Abuse Summit from 15 to 17 March 2011 at the Durban International Convention Centre in KwaZulu-Natal under the theme: “An Integrated approach: Towards a drug free Society”. President Jacob Zuma will deliver a keynote address during the opening ceremony.

The summit follows on the heels of the recent Inter-Ministerial Committee (IMC) on Substance Abuse that has made key policy proposals to tackle the scourge of alcohol and substance abuse. The proposals will be discussed at the summit.
The summit programme will cover a comprehensive range of key topics on alcohol and substance abuse, including policy and legislation, demand reduction, supply reduction and harm reduction. The objective of the summit is to forge effective partnerships and national consensus on measures to address the growing phenomenon of alcohol and substance abuse in South Africa. The summit will culminate in the adoption of the National Declaration that will guide the development of the five-year national programme of action.
