Select Committees on Finance and Appropriations conducts week long oversight visit to Free State municipalities

Parliament’s National Council of Provinces (NCOP) Select Committees on Finance and Appropriations will conduct a week long oversight visit to Free State municipalities from 16 to 19 August 2011.

This is part of the NCOP’s focus on monitoring service delivery mandates and prudent financial resource management practices in municipalities. The visit seeks to examine collaboration and coordination pertaining to the provision of municipal services and intergovernmental support.

During the visit the Office of the Auditor-General will give a performance overview of the invited municipalities.

Municipalities will be engaged to account on the following issues:

Development and implementation of municipal budgets:

  • Compliance with the Municipal Finance Management Act
  • Spending and performance of the municipality with regards to conditional grants
  • The relations and collaboration between the municipality and the various national and provincial departments (including parastatals)
  • Service delivery and capacity constraints of the municipality
  • The alignment of municipality’s Integrated Development Programmes with the Provincial Growth and Development Strategy.

The following municipalities are scheduled to make presentations to the committees:

Xhariep Municipalities (16 August)

  • Mangaung Metro Municipality
  • Mohokare Local Municipality
  • Naledi Local Municipality

Fezile Dabi Municipalities (17 August)

  • Mafube Local Municipality
  • Moqhaka Local Municipality
  • Metsimaholo Local Municipality
  • Ngwathe Local Municipality

Lejweleputswa Municipalities (18 August)

  • Nala Local Municipality
  • Masilonyana Local Municipality
  • Matjhabeng Local Municipality

The Penlonomi hospital Revitalisation Project will tomorrow, 16 August 2011 be also visited by the committees to check progress made since the tabled presentation by the Department of Health to the committees during 20 October 2010 public hearings in Free State.
