Planning framework for 2011/12 and beyond

The Gauteng Departments of Finance and Local Government and Housing will host the quarterly Municipal Finance Indaba on the 23 November 2010 at Avianto, Muldersdrift.

The indaba will focus on the 2011 local government election and its implication on the IDP and budget process for 2011/12. It will also look at the funding sources as well as the importance of monitoring and managing performance of municipal budgets in line with the budget and reporting regulations. The intention of these efforts is to improve planning and resource management at local government.

The MEC of Finance, the MEC for Local Government and Housing, all Members of Mayoral Committees (MMC) responsible for Finance, the Heads of Provincial Departments of Finance and Local Government and Housing as well as the Accounting Officers of Municipalities constitute the Indaba that meets on a quarterly basis. It further serves as a platform for stakeholders to engage and collaboratively plan and implement financial issues that affect municipalities, whilst enhancing institutional capacity and good relations between the province and local government with the intent of promote sound financial governance.

Key focus areas of the 3rd Municipal Finance Indaba:

  • The planning framework for municipal Integrated Development Programmes (IDP) and budgets in preparation for the finalisation and approval of the 2011/12 MTREF budgets
  • Challenges around the intergovernmental relations arising from the resolutions of the last Municipal Finance Indaba
  • The performance as well as outcomes of the municipal budget over the last term of local government
  • The 2011 local government elections and their implications on the IDP and budget process for 2011/12
  • The funding sources and importance of monitoring and managing performance of municipal budget in line with the budget and reporting regulations in order to improve planning and resource management at local government.
