Correctional Services National Commissioner Tom Moyane last night led a high level delegation of the Department of Correctional Services on a seven day study tour to the United States of America.
The eleven member delegation will visit a maximum security facility, a community corrections office, a juvenile centre, a female centre, a pre-release centre and a parole re-entry centre in New York. Part of the study tour is getting full briefings on, among others, the Parole Board System of the New York State Division of Parole, classification system, and emergency response system and on strategies to reduce re-offending rates.
The study tour is a sequel to a visit of the Minister of Correctional Services in April 2010, when she made an undertaking to return with a representative section of strategic managers that are central in conceptualising and driving the implementation of a departmental transformation programmes aimed at better service delivery.
National Commissioner Tom Moyane says: “the performance targets set at a four day strategic planning session of the Executive Management last week will require an empowered leadership and management that is accountable. The study tour is an integral part of building a formidable management and leadership core that can take the Department of Correctional Services to a higher service delivery trajectory”.
The high level delegation includes the:
1. Chief Deputy Commissioners for Development and Care as well as Corrections
2. Regional Commissioners of Western Cape, Eastern Cape, KwaZulu-Natal,
Gauteng and Free State/Northern Cape regions
3. Director of Social Re-integration and a Chairperson of the Johannesburg Parole Board
4. The Minister’s Legal Advisor.
The delegation started jetted off yesterday afternoon with the last member of the delegation leaving at about 20h00 last night, 13 November 2010 and all will return to South Africa on 21 November 2010.
