Municipal by-elections scheduled for November

Municipal ward by-elections will take place on Wednesday, 18 November 2009 in the Eastern Cape, Gauteng, KwaZulu-Natal, Mpumalanga and the Western Cape.

The Electoral Commission (IEC) confirmed that 14 vacant wards will be contested by 48 candidates of whom four (4) are independent candidates and the rest represents 15 political parties.

Four by-elections will take place in the Eastern Cape:

* Ward 15 in Umzimvubu [Mount Ayliff] – EC442 will be contested by Ntandazo Giwu, an independent candidate; and Kileon Nkululo Kwapuna of the African National Congress.

The ward was previously represented by the African National Congress and became vacant due to the resignation of the councillor.

Four by-elections will take place in Gauteng:

* Ward 3 in Midvaal [Meyerton] – GT422 will be contested by Elsa Manana Maphalla of the African National Congress; André Jurgens van Tonder of the Democratic Alliance; and Jacobus Johannes Hoffman of the Vryheidsfront Plus.

The ward was previously represented by the Democratic Alliance and became vacant due to the termination of the membership of the councillor by the party.

* Ward 2 in Kungwini [Bronkhorstspruit] – GT462 will be contested by David Johannes Pretorius, an independent candidate; Masetshego Daniel Nkgapele of the African National Congress; Philippus Andries van der Walt of the Democratic Alliance; André Daniel Bartholomeus Le Roux of the Vryheidsfront Plus.

The ward was previously represented by the Democratic Alliance and became vacant due to the termination of the membership of the councillor by the party.

* Ward 4 in Mogale City [Krugersdorp] – GT481 will be contested by Gift Sbusiso Khandanisa, an independent candidate; Maxwell Mafu Tshangela of the African National Congress; Wellington Pule Makaringe of the Congress of the People and Maqili Patrick Ngubane of the Inkatha Freedom Party.

The ward was previously represented by the African National Congress and became vacant due to the death of the councillor.

* Ward 8 in Westonaria [Westonaria] – GT483 will be contested by Esther Molatlhwa of the African National Congress; Hosia Segadimane Masemola of the Azanian People’s Organisation and Siyasisanda Juliet Siphunzi of the Congress of the People.

The ward was previously represented by the African National Congress and became vacant due to the resignation of the councillor.

Four by-elections will take place In KwaZulu-Natal:

* Ward 20 in Newcastle [Newcastle] – KZN252 will be contested by Jabulani Ephraim Mpungose of the African National Congress; Vusumuzi Emmanuel Nkosi of the Great Kongress of South Africa; Johan Nhlahla Mbatha of the Inkatha Freedom Party; and Percy Sibusiso Sithebe of the South African Determined Volunteers.

The ward was previously represented by the Inkatha Freedom Party and became vacant due to the resignation of the councillor.

* Ward 26 in Newcastle [Newcastle] – KZN252 will contest the Magangane Malisha Bhekiswayo of the African National Congress; Nokuthula Fortunate Mbatha of the Great Kongress of South Africa; Lucky Celimpilo Gwala of the Inkatha Freedom Party; and Percy Sibusiso Sithebe of the South African Determined Volunteers.

The ward was previously represented by the Inkatha Freedom Party and became vacant due to the resignation of the councillor.

* Ward 11 in Mbonambi [KwaMbonambi] – KZN281 will be contested by Mdengenduku Milton Zungu, an independent candidate; Mhawukeleni Elphas Mdletshe of the African National Congress; Mnqobokazi Dumisani Dladla of the Inkatha Freedom Party; and Khulekani Mandla Mngomezulu of the South African Democratic Congress.
The ward was previously represented by the Inkatha Freedom Party and became vacant due to the death of the councillor.

* Ward 12 in Mandeni [Mandeni] – KZN291 will be contested by Graham Cebolenkosi Mfekayi of the African National Congress; Bonginkosi Sydney Gumede of the Inkatha Freedom Party; and Jerome Themba Mdletshe of the Ubumbano Lwesizwe Independent Residence Association.
The ward was previously represented by the African National Congress and became vacant due to the death of the councillor.

Three by-elections will take place in Mpumalanga:

* Ward 9 in Steve Tshwete [Middelburg] – MP313 will be contested by Ernest Philile Nkosi of the African National Congress; Rachel Doreen Tshabangu of the Congress of the People; Ngcede Joseph Mlambo of the Democratic Alliance; and Lesley Zanele Maseko of the Greater Middelburg Residents Association.
The ward was previously represented by the African National Congress and became vacant due to the death of the councillor.

* Ward 18 in Steve Tshwete [Middelburg] – MP313 will be contested by Ben Nene of the African National Congress; Zanele Carol Mnguni of the Congress of the People; and Gertruida Johanna Philippina Nel of the Democratic Alliance.
The ward was previously represented by the African National Congress and became vacant due to the resignation of the councillor.

* Ward 30 in Nkomazi [Nkomazi] – MP324 will be contested by Thembisile Catherine Mkhumbane of the African National Congress; and Martha Maria Sophia Preddy of the Democratic Alliance.

The ward was previously represented by the African National Congress and became vacant due to the death of the councillor.

Two by-elections will take place in the Western Cape:

* Ward 32 in City of Cape Town [Cape Town] – CPT will be contested by David Niven Willemse of the African Christian Democratic Party; Mzwenceba Gerald George of the African National Congress; Annie Richards of Al Jama-Ah; Babara Rass of the Democratic Alliance; Emma Emillia Blankenberg of the Independent Democrats; and Nazley Daniels of the National Democratic Convention.
The ward was previously represented by the African National Congress and became vacant due to the resignation of the councillor.

* Ward 3 in Swartland [Malmesbury] – WC015 will be contested by Marguerite Liebenberg of the African National Congress; and Roelof Johannes du Plooy of the Democratic Alliance.

The ward was previously represented by the Democratic Alliance and became vacant due to the death of the councillor.

Voting stations will be open from 07h00 to 21h00. A total of 70 926 voters are registered in the 14 wards and 52 voting districts where by-elections will be taking place.
