Municipal by-elections scheduled for 14 October 2009

Municipal ward by-elections will take place on Wednesday, 14 October 2009 in the Eastern Cape, KwaZulu-Natal, Northern Cape and Western Cape.

The Electoral Commission (IEC) confirmed that 13 vacant wards will be contested by 38 candidates of whom five (5) are independent candidates and the rest represents nine (9) political parties.

Four by-elections will take place in the Eastern Cape:

* Ward 8 in Ndlambe [Port Alfred] – EC105 will be contested by Danisile William Mbumba of the African National Congress (ANC) and Zukiswa Yvonne Ncula of the Congress of the People (COPE). The ward was previously represented by the African National Congress and became vacant due to the resignation of the councillor.

* Ward 6 in Kouga [Humansdorp] – EC108 will be contested by Phumzile Joseph Oliphant of the African National Congress and Thamsanqa Anthony Ndzelani of the Congress of the People. The ward was previously represented by the African National Congress and became vacant due to the death of the councillor.

* Ward 4 and Ward 14 in Ngqushwa [Peddie] – EC126 are uncontested and both candidates represent the African National Congress. Mnikelo Tempile Siwisa has been nominated in Ward 4 and Mzoxolo Arnold Goniwe in Ward 14. Both wards were previously represented by the African National Congress and became vacant due to the expulsion of the councillors by the party.

Six by-elections will take place in KwaZulu-Natal:

* Ward 15 in Umzumbe [Umzumbe] – KZN213 will be contested by Matho Precious Shozi of the African National Congress and Sibongiseni Derrick Chiliza of the Inkatha Freedom Party (IFP). The ward was previously represented by the Inkatha Freedom Party and became vacant due to the death of the councillor.

* Ward 3 in Imbabazane [Loskop] – KZN236 will be contested by Njabuliso Robert Mvelase of the African National Congress and Lindani Maxwell Mlaba of the Inkatha Freedom Party. The Inkatha Freedom Party won this seat in the by-election of 4 March 2009, but the outcome was nullified by the Electoral Court after the African National Congress lodged a complaint. The IEC was instructed to hold new elections.

* Ward 7 in Newcastle [Newcastle] – KZN252 will be contested by Dudu Renete Ngema of the African National Congress, Mbongiseni Hamilton Dlamini of the Great Kongress of South Africa, Sipho Bernard Hlatshwayo of the Inkatha Freedom Party and Percy Sibusiso Sithebe of the South African Determined Volunteers.
The ward was previously represented by the Inkatha Freedom Party and became vacant due to the resignation of the councillor.

* Ward 7 in Abaqulusi [Vryheid] – KZN263 will be contested Thokozani Zamokuhle Mavundla, an independent candidate; Njabulo Dennis Gumbi of the African Christian Democratic Party; Thulani Maxwell Ndlovu of the African National Congress and Xolani Jacob Zungu of the Inkatha Freedom Party.
The ward was previously represented by the Inkatha Freedom Party and became vacant due to the death of the councillor.

* Ward 12 in Abaqulusi [Vryheid] – KZN263 will be contested by Goodman Musawenkosi Themba Simelane and Mehlwenkosi Zacharia Ndwandwe, both independent candidates; Emmanuel Xolani Sithole of the African Christian Democratic Party; Zwelithini Johannes Ntuli of the African National Congress and Masesi Mavis Kunene of the Inkatha Freedom Party. The ward was previously represented by an independent candidate and became vacant due to the death of the councillor.
• Ward 9 in Ubuhlebezwe [Ixopo] – KZN434 will be contested by Zamokwakhe David Nxumalo of the African National Congress and Pearl Nomathamsanqa Ngcobo of the Inkatha Freedom Party. The ward was previously represented by the African National Congress and became vacant due to the resignation of the councillor.

One by-election will take place in the Northern Cape:

* Ward 4 in Renosterberg [Phillipstown] – NC075 will be contested by David Jacob Pieters, an independent candidate; Gert Dawid Kammies of the African National Congress; John Douglas Havenga of the Congress of the People and Leonard Johannes de Jager of the Democratic Alliance. The ward was previously represented by the Democratic Alliance and became vacant due to the resignation of the councillor.

Two by-elections will take place in the Western Cape:

* Ward 2 in Swartland [Malmesbury] – WC015 will be contested by Henry M C Krieling, an independent candidate; Desmond Brian Philander of the African National Congress; Aletta Magrieta Rafferty of the Congress of the People; Adam Johan Atkins of the Democratic Alliance and Clive Henry Papers of the Independent Democrats. The ward was previously represented by the Democratic Alliance and became vacant due to the resignation of the councillor.

* Ward 11 in Breede Valley [Worcester] – WC025 will be contested by Cecil Jacobus Nasson of the African National Congress; Colin Frederick Wilskut of the Breedevallei Onafhanklik; Alec Theophilus Smith of the Congress of the People and Alver Henry Ernest Uys of the Democratic Alliance. The ward was previously represented by an independent candidate and became vacant due to the death of the councillor.

Voting stations will be open from 07h00 to 21h00 except in Imbabazane [Loskop] – KZN236 where voting station hours will be from 07h00 to 19h30. A total of 47 640 voters are registered in the 13 wards and 71 voting districts where by-elections will be taking place.
