The provincial Minister for Human Settlements in the Western Cape, Bonginkosi Madikizela, will report back to the Malawi Camp community on housing allocations for the community, and why there are currently no further allocations available in the N2 Gateway project for the community. The report back will be a public meeting.
The key issue is that many residents of Malawi Camp claim that they have a right to be relocated to houses in the N2 Gateway Project. However, many of the residents were either not living in the area in 2007, or were non-qualifiers for a housing subsidy. A brief summary of some of the key points in the process followed is below.
- A Land Availability Agreement (LAA) was signed between the City of Cape Town and the Province, for a total of 343 beneficiaries from Malawi Camp in 2007.
- These beneficiaries would be allocated housing opportunities in the N2 Gateway Project
- The 343 constituted a list of specific beneficiaries (by name), thus making it a predetermined list.
- The City has interacted with the communities and provided the details of the beneficiaries by undertaking site verifications in order for the Housing Development Agency (HDA) and the contractor, to co-ordinate the relocations.
- It was an arduous task for the City to find all the beneficiaries from the predetermined list.
- In keeping with the LAA, the beneficiaries were relocated to Delft.
- 328 beneficiaries were relocated from Malawi Camp
- Owing to the lack of beneficiaries to complete the required number of beneficiaries to be relocated as they could not be found, the matter was closed and no other beneficiaries could be accommodated.
