Press briefing by the Financial and Fiscal Commission on the Review of Local Government Fiscal Framework

The Financial and Fiscal Commission (“the Commission”) is a permanent, independent and impartial State Institution established in terms of the Constitution of the Republic of South Africa Act No. 108 of 1996 as amended.

It is governed by the Financial and Fiscal Commission Act No. 99 of 1997 as amended and its primary mandate is to make recommendations on the Division of Revenue between and among the three spheres of government and provide advice to organs of State on any other financial and fiscal matters. In terms of Section 3 (2)(b)(i) of the Financial and Fiscal Commission Act, the latter may be provided by the Commission at its own accord or initiative.

In 2011 the Commission embarked on a review of the Local Government Fiscal Framework (LGFF). As part of the process, the Commission held two sets of public hearings. The first hearings titled “sustainable financing of local government: understanding the symptoms and drivers of performance problems in local government” received stakeholders inputs on the actual and perceived challenges that the local government sphere was faced with in the context of the existing fiscal framework, and to identify and fill any identified knowledge gaps.

The second public hearings titled “sustainable financing of local government: exploring the options” received stakeholder views on proposed solutions to local government financing challenges.

The Commission will host a media briefing on Monday.
