Media briefing invitation: 11th Association of Public Accounts Committees (APAC) Conference 2009

The Parliament of the Republic of South Africa will host the 11th annual conference of the Association of Public Accounts Committees (APAC) and Deputy President Kgalema Motlanthe will deliver the keynote address on 28 September.

The conference, which takes place at the Cape Town International Convention Centre from 27 to 30 September, will bring together members of public accounts committees in Parliament, the nine provinces and peers in related sectors in South Africa and elsewhere.

Members of the Cabinet expected to attend and to participate in panel discussions include Minister in the Presidency: National Planning Commission Trevor Manual, Finance Minister Pravin Gordhan and Minister of Cooperative Governance and Traditional Affairs Sicelo Shiceka.

Foreign delegates expected include those from other Southern African Development Community member states, Australia and Canada.

At this year's conference where the theme is "Parliament as a key institution in monitoring service delivery for all citizens through public accounts committees," discussion will centre on:

* measures to improve public sector governance
* ensuring successful oversight through effective follow up by Public Accounts Committees
* greater service delivery through increased focus on value for money and performance by public sector departments and entities
* the need for Public Accounts Committees at municipalities
