The National Department of Public Works (NDPW) cordially invites you to the signing ceremony between Public Works and further education and training colleges (FETs) contracted to provide training across all nine provinces to the total value of R138m.

Background

The Expanded Public Works Programme (EPWP) has approved funding to the value of R200 million from the Department of Higher Education and Training’s (DHET) National Skills Fund to support 25 000 beneficiaries participating in EPWP training initiatives. A Memoradum of Agreement (MoA) has been signed between the two departments for the approved funding.

This funding is mainly for skills programmes and short non-accredited courses across all provinces.

Current status

A total of R100 million of the approved R200 m was transferred to the national Department of Public Works (NDPW) by DHET in January 2011. Over 1 500 projects requiring training have been received from various public bodies including the non-state sector. These projects range from small-scale, medium and large-scale in size and require cross-sectoral courses within each project.

Due to the cross-sectoral nature of training interventions from mainly medium to large scale EPWP projects, the public FETs have been approved to provide the required cross-sectoral training courses till September 2011, within a reasonable time to ensure timeous completion of training. However, other small scale training interventions will be facilitated through procurement of private training providers by NDPW.

Of the R200m, 80% has been allocated to Public FET Colleges and 20% has been ring-fenced for procurement of private training providers in support of Broad-based Black Economic Empowerment (BBBEE).

Contracting

  • 50 FETs were invited to tender
  • 20 FETs tenders were compliant with the Procurement Regulations and are contracted.
  • 30 non compliant FETs are being assisted to comply and contracting will be finalised later .
  • This covers a total of 30 225 learners

After contracting on 30 March 2011, learners will be placed in various FETs for various programmes to ensure completion by September 2011.
